Reduce functionality of /editrole #42

Right now, the /editrole command allows those with @A to manipulate any role on the server with the exclusion of @A and @M. This is an unnecessary feature given the very high likelihood there will only ever be a single @A - or person with Administrator privileges - in EDC.

Nor would any person with Administrator need this functionality when they can simply use Discord's integrated role management.

Desired change is to make /editrole only able to edit the list of defined roles, no matter what.
