These 2 are so minor that I could not bring myself to make them separate issues. Sue me.

I should add debug lines for when EnduraBot spares or insults users with the value used to make the determination.
The actual function name for /reboot has remained rconfig. This isn't really an issue in terms of functionality, but it should be changed for consistency.
