Per brief conversation with Fleff, he'd actually prefer notifications of getting a temporary role not be private at all, and instead always be sent to a public channel.

Fine by me, my man. Makes my job infinitely easier. So, DM functionality stripped out, and instead a notification will always be sent to channel configuration value based_chat_channel_id.
