Pretty much what it says on the tin. /takel deprecated in favor of /trole, which allows various roles to be given temporarily - the same set that moderators can give via /editrole.

As part of this refactor I have unbundled /trole from user_cmds.py and into it's own cog. This was originally going to happen prior to this refactor per #144.
